Tianjin will try its best to become a leading base of outsourcing service in the world. firstly, build outsourcing service bearing zones with full functions and advanced facilities. Set up three major outsourcing severices model gardens as quickly as possible-Binhai high-tech zones, development zones and bonded zones. Highly establish outsourcing service gathering zones such as Binhai High-Tech Industrial Park, Dongjiang Bonded Port and so on. Secondly, fully develop inshore and off shore outsourcing. Secure the outsourcing service business with Japan and Korea and expand into European market and US market. Meanwhile, accelerate the development of software development outsourcing, business process outsourcing, research and development outsourcing and creative outsourcing service in key industries such as shipping, logistics, finance, insurance, education and medical treatment. Thirdly, train and bring in outsourcing service talents and encourage senior outsourcing service personnel to do business in Tianjin.
