Jiayuguan Declaration of the International Culture Industry Summit

Distinguished leaders and guests, ladies and gentlemen!


With the encouragement from the Ministry of Culture, CCPIT, Gansu provincial Committee of the Communist Party of China (CPC), Gansu Provincial  Government and APCEO, the 1st International Culture Industry Summit was held in the intersection point of the Silk Road culture and the Great Wall culture of China--Jiayunguan City of Gansu Province, which is also the holy land of Chinese ancient civilization, and important guests from 30 countries and regions around the world participated in the summit. The theme of the summit is “Chinese civilization and the development of global cultural industries”.


Now, I’d like to deliver the Jiayuguan Declaration of the International Culture Industry Summit on behalf of the organizers of the summit.


At first, global cultural industry is booming and has become the mainstream economic patterns and pillar industries of the developed economies in the world, and is becoming the leading industry of more and more emerging economies.


The rapid development of the social productive forces, as well as the promotion of people’s spiritual and cultural needs it leads to, will result in the increasing proportion that cultural consumption takes in the total consumption. In many developed economies, the cultural industry has formed its own characteristics, played an important role in meeting people’s spiritual and cultural needs, and generated huge economic benefits as well. It’s certain  that the cultural industry will rise around the world. The market potential of the cultural industries, as well as the development and cooperation space is enormous.


In the meanwhile, cultural industry is an important force for the countries and regions to promote economic restructuring and industrial upgrading, and lead to the industry innovation. It’s also the significant driving force to improve the quality of economic growth. World economy is experiencing the positive transformation from product economy, to service economy, then to culture economy.


With its unique advantage and amazing growth, cultural industry has been the new growth pole in the progress of global economy development. During the financial and debt crisis, the cultural industry grew instead of shrinking, and grew with a good tendency. In 2011, the cultural industry revenue in the United States is more than 1,250 billion dollars, accounting for more than 12% of the total economy; the cultural industry revenue in the U.K. is more than 112 billion pound, accounting for more than 8.2% of the total economy.


Secondly, the development pattern of global cultural industry stayed unchanged, and it is noticeable that the cultural industry is still collectivized to some extent. The pace of global economic integration is speeding up and the depth and breadth of international cooperation and competition in cultural industry will be enhanced.


The status of regional imbalances  in global cultural industry development has not changed, and the basic situation is that the U.S. market accounts for 40% of total market share, Europe  30%, Asian and South Pacific countries 20% and the other countries  less than 5%.


Even though, like other industries, international cooperation and global integration of cultural industry will promote the structure integration and rational distribution of the cultural resources in the global scope. Basically speaking, the brand cooperation of cultural industry in artistic innovation, operation and management, use of funds, technology research and development, brand cooperation and market expansion between various states, regions and industries will definitely promote the cultural industry development which is cross-regional, cross-industry and unconventional.


In the foreseeable future, with the international competition and corporation of cultural industry, the development of cultural industry will change. A large number of world-class cultural enterprises will appear in the future emerging economies, as splendid myths that culture creates wealth coming out, and the share of emerging economies in the global cultural industry will also be increasing.


Thirdly, massiveness, commercialization and popularization has been the important feature of the cultural industry and emerging technology of informatization, digitalization, networking and intelligentization will be the booster of cultural industry in the new period.


In terms of manufacturing, the development of cultural industry breaks the situation of elite-monopoly in cultural production, makes many intellectual workers enter the field, and improves the productivity of the cultural industry. In consumption, the development of cultural industry breaks the situation that the monopoly of a few people in cultural consumption, and the masses enter the field of cultural consumption. This is all the significant progress in the development of human culture. The high-tech of informatization, digitalization, networking and intelligentization accelerate and influence the development of future cultural industry, whereas the innovation and high-tech is the most vital and dynamic competition element.


Because of this, cultural industry in the high-tech platform as online games, animation and digital entertainment products developed at high speed. Meanwhile, traditional cultural industry such as radio, television, publishing and the performing arts gain new competitiveness by means of scientific and technological strength, showing a new industrial appearance.


Fourthly, global cultural industry is facing unprecedented opportunities and challenges, and we still shoulder heavy responsibilities.


The financial crisis, the complex and volatile international situation and the debt crisis have interfered with the development of the global culture industry in various degree. At the same time, owing to the reason that some nations and regions started culture industry late, lacking  talent and experience, industrial policy, legal environment as well as the protection of intellectual property rights, the development process of cultural industries was hindered. The integrated development of the global culture industry faces challenges, so it's suggested that countries and regions strengthen cooperation to explore  new potential of the cultural industry development.


To develop the cultural industry, we need to innovate in the world vision and international thinking; to organically combine fashion and tradition, international and local community, competition and cooperation; to adhere to innovation-oriented and spread the excellent, joyful, happy and healthy cultural content; to make use of international resources, wisdom, markets, advanced management and advanced technology positively. Cultural entrepreneurs should regard the improvement of cultural products quality and services as a lifelong pursuit, and cultural enterprises should make the ultimate goal that contribute for people in the country and around the world.


What’s more, we need to do some research on development, chain and mergence of cultural industries, the cultural industrial park, the development of cultural enterprises, the arts and culture innovation, international trade of cultural industries and international investment, and formulate relevant policies and laws to comprehensively promote the healthy and orderly, efficient and sustainable development of cultural industry.


Fifthly, Chinese cultural industries have been a new force, and it will become an important force in the world's cultural industry development.


With the development of Chinese economy and the spread of Chinese culture around the world the recent years, China's cultural industry developed unprecedented well and has improved steadily in terms of scale, quality and structure. The cultural industry has been a green engine of China's economy, which grows healthy and stable. And it becomes an important force to promote China's economic restructuring and transformation, and the balanced development of both the Chinese and global economy.


In 2011, the total scale of Chinese cultural industry rose steadily, domestic cultural industry output would reach 610 billion dollars. It is expected in 2012, the scale of cultural industries will be more than 706.5 billion dollars. Especially in the first half of this year, the cultural products of China's private enterprises exported 4.91 billion dollars, with an increase of 75.8%, accounting for 67.1% of the total value of cultural products exports, which is an important signal for the all-round development of China's cultural industry. In the first quarter of this year, China's core cultural exports is $ 3.979 billion, with an increase of 21.9% on year-on-year basis, the core cultural services exports is $ 1.181 billion, with a year-on-year basis growth of 54.4%, which shows the increase of international competitiveness of China's cultural industry.
