Speech by Mr. David Wirt, Chief Executive Officer of EDS (Greater China)

Sorry I cannot put every page on every slide. I can only look at it and give my personal views. We can now see that the world is developing at a very rapid speed, the IT technology in particular. There have more and more ways of communication among people. I think now it is a good time to promote the information technology services.

Now let's look at the big events of economic and technological development. From the past to nowadays, in fact it has experienced a long period of development, for example, from the previous monolithic integrated circuits to the spread of the Internet application. I think IT is the real main driving force behind economic growth. Therefore, Importance should be attached to economic technology among a country or a region.


For example, 75 percent of the IT investments in China are made in three cities, Beijing, Shanghai, Guangzhou, in particular Guangdong Province. Today, guests have talked about it. We have done a lot of work here in Guangzhou, and also in other cities, so I think there is an important point--how can our company gain more benefits through information technology outsourcing services.


As our leaders have said today, 10 major multinational companies have established headquarters here, and soon there will be another one. The government of Guangdong Province has invited more multinational companies to come here, and our company is one of them. We know that Guangdong Province is implementing the 11th five-year plan, which is a very good opportunity for the growth of our industry. Two weeks ago, the Ministry of Commerce of the PRC and the Ministry of Science Technology had a co-operation project with the Massachusetts Institute of Technology. At that time, the development of information technology is one of the most important areas in this project, and EDS is also very pleased to be able to become the leader of the project. Well, next I am going to talk about the outsourcing services as well as their mode evolution. As we can see, this map shows its evolution process.


I think in this aspect outsourcing model in China may have some differences since outsourcing service has just started in China, and outsourcing services had not been carried out very well by 2000.
